Pennsylvania-Dynamic Site Framework Project (PA-DSF)


PA-DSF is a pilot project aimed at providing expertise and interactive websites to county and local governments. Software was provided to SEDA-COG as part of a grant from the PA Office of Administration/Office of Information Technologies (OA/OIT).  It allows a single web server, located at SEDA-COG, to host multiple websites.  It provides professionally designed templates and common eGovernment functionality, such as calendars with registration, staff listings, and discussion groups.  The SEDA-COG project was one of the initial implementations at the local level.

Our goal was to minimize the time and expense usually associated with the development of websites and functional applications in order to encourage the adoption by local government organizations of web-based applications, including citizen portals.  Through adoption of PA DSF, participating entities can provide a common feel and architecture to their web sites and applications. This makes information easy to locate for the web site’s constituents and makes content updates easy for local site administrators.

DSF also provides a way to distribute the responsibilities and duties of maintaining the content on the site.  This means that the data can be updated/corrected by the person most closely associated with that data, encouraging content ‘ownership’ and the associated pride. It is hoped that this pride of ownership will encourage responsible staff to keep data correct and up to date.

Currently, SEDA-COG’s own website and several counties within the SEDA-COG service area are using PA-DSF, as well as over 80 municipalities and other local governmental organizations.

SEDA-COG continues to offer free or low cost website hosting for all county and municipalities within our service area, and to provide training and support for these web clients.
