Short Description



Free training courses for roadway safety and maintenance issues have been scheduled for fall 2018. They are offered through the Local Technical Assistance Program (LTAP), a joint effort of the Pennsylvania Department of Transportation (PennDOT) and SEDA-Council of Governments (SEDA-COG).


The courses primarily are for elected municipal officials and staff, including public works directors, roadmasters, foremen, managers, equipment operators, engineers, and law enforcement.   

Upcoming classes include:

Work Zone (Temporary) Traffic Control

Teaches about proper work zone set-up requirements, traffic control devices, and flagging procedures.

Salt & Snow Management

Covers all aspects of winter maintenance operations, including planning, material usage and application rates, equipment types, plowing, anti-icing, public relations, safety, etc.

Drainage: The Key to Roads That Last  

Addresses problems caused by poor drainage and reviews effective roadway drainage systems.

Examines the components of a road safety audit and prepares municipalities for eliminating or mitigating identified safety concerns.

Focuses on the investigation and decision-making processes associated with managing vehicular speed.

Equipment & Worker Safety  

Provides a basic understanding of common safety factors and practices associated with road maintenance operations, including crack sealing, mowing, trench excavation, chainsaw use, and snow plowing.

PennDOT has been providing LTAP services to Pennsylvania municipalities since 1983. LTAP helps ensure that new technologies and procedures developed at the state and federal levels are transferred to local municipal officials and employees to improve the overall transportation system.


SEDA-COG staff coordinates closely with municipal officials so their training and technical assistance needs are being met. The value of LTAP services is shared with area municipalities through personal meetings, newsletters, flyers, websites, and marketing by staff at county conventions, equipment shows, conferences, and more.


Technical assistance on road maintenance and safety issues is available from an LTAP expert free of charge in person, over the phone, or by email. Library materials and technical information sheets are also available.
