Seminar to help businesses access $1B in contracts

Business owners can learn how to compete for over $1 billion from reliable payers at a seminar sponsored by SEDA-Council of Governments’ (SEDA-COG) Procurement Technical Assistance Center.


The “It’s Not Just Price” seminar will be held from 10 a.m. to noon on Oct. 3 at the Centre County Recycling & Refuse Authority, 253 Transfer Road, Bellefonte.


The Commonwealth’s Cooperative Purchasing Program (COSTARS) provides opportunities for hundreds of businesses of all sizes in all locations to compete for millions of dollars of government business.


Claire Osborne, marketing manager of the state Department of General Services COSTARS program, will present the seminar and give marketing tips with program information, showing businesses how to:

  • Increase business with reliable payers
  • Sell to qualified local governments and nonprofits without expensive bidding procedures
  • Compete based on the company’s features and benefits – not just price 

Businesses will get expert insight into how to sell to 8,150 buyers comprised of local public and non-profit agencies. These include local governments (cities, boroughs, townships), local prisons, libraries, school districts, not-for-profit health facilities, fire and rescue companies and more. Product opportunity is vast.


For example, a business was awarded six contracts totaling over $266,000 because of assistance provided by SEDA-COG’s Procurement Technical Assistance Center.


A key benefit of the COSTARS program is that it eliminates the bidding process with COSTARS-approved suppliers, while generating competitive pricing. Qualified public entities can negotiate with and buy directly from those businesses and keep procurement dollars in the local economy.
