Newberry residents can expect only another week of train horn blowing.

 

The public comment period about the horn blowing has concluded and Williamsport City Council has sent the Federal Railroad Administration a Notice of Establishment of a Quiet Zone, stating that the quiet zone begins at 12 a.m. on July 12, when train horn blowing will cease.

 

City Council also has submitted a Notice of Intent to all involved parties – the Pennsylvania Department of Transportation, the SEDA-COG Joint Rail Authority (JRA), and the Lycoming Valley Railroad – for the public authority designation of a Quiet Zone.

 

The Newberry Safety Corridor Project’s safety upgrades create a suitable atmosphere for establishment of a Quiet Zone.

 

As of March 29, the JRA completed key facets of the Newberry Safety Corridor Project which included the following safety upgrades to the railroad:

 

  • Closing of the Depot Street railroad crossing (fewer crossings improve safety)
  • Creation of four-quadrant gate and signal protection systems at Arch and Howard streets
  • Addition of safety surveillance camera systems at Arch and Howard streets
  • Relocation of Depot Street’s signals and gates to Mill Street in Montoursville

Surface and signal improvements at the Maynard Street railroad crossing also were completed.

 

The Newberry Rail Yard is the largest railroad yard between Harrisburg and Buffalo, N.Y. Of the 200 miles of rail the JRA owns, this yard has the greatest concentration of railroad customers and associated railroad traffic.

 

Each time a locomotive approaches a public crossing, the engineer must, by federal law, sound the horn to give advanced warning of the train’s approach.
