NOTICE IS HEREBY GIVEN that Sealed Bids will be received, either hand-delivered or mailed, from qualified Bidders at the office of the Borough of Selinsgrove, 1 North High Street, Selinsgrove, PA 17870, for the Selinsgrove Borough CDBG-DR Grant Rehabilitation and Flood Mitigation projects at 312 South Front Street and 402 South Front Street, Selinsgrove, PA on Tuesday, July 25th until 2:00 P.M. local time, at which time they will be opened and read aloud in the Keystone Room. The Work comprises the raising of dwellings and all appurtenances as described in the Contract Documents. Rehabilitation work is also included.
Bids shall be submitted in sealed envelopes marked on the outside, “Sealed Bid for Elevation of Dwellings at [insert address as appropriate].” All Bids shall remain irrevocable for a period of 60 calendar days from the date of Bid opening or as allowed by law. SEDA-COG and the Homeowners reserve the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. PA State Residential Prevailing Wage Rates apply to this project. Bids shall be submitted upon forms furnished by SEDA-COG. A full set of Contract Documents is available to qualified contractors electronically, without charge, by contacting SEDA-Council of Governments Housing Program, 570-524-4491. Paper documents will be provided for a cost of $75 (to include both properties), available from SEDA-Council of Governments, 201 Furnace Road, Lewisburg, PA, 17837.
Contractors must be prepared to demonstrate that they have experience in building elevation and renovation jobs of this size; that they have access to appropriate subcontractors, including lead abatement subcontractors, when required; that they can complete a contract in a timely fashion; and they must provide references.
All contractors bidding on these projects must attend the mandatory job walk-through at the job sites on Tuesday, July 11, 2017 at 8:00 a.m. (402 South Front Street) 9:30 a.m (312 South Front Street). Bid documents can be provided at that time to contractors at a cost of $75 for those who make that request in advance.
In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. This Project is funded by HUD and the PA Department of Community and Economic Development, and the Borough of Selinsgrove has adopted a Minority and Women Business Enterprise (MBE/WBE) in accordance with Executive Orders 11625, 12138, and 12432. As such, the Bidders/offerors must submit documentary evidence of minority and women business enterprises. Documentation of such solicitations and commitments shall be submitted with the Bid. Moreover, the Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more (for subcontractors and suppliers). MBE/WBE concerns shall be afforded full opportunity to Bid without discrimination.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701 u (Section 3). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns that are located in or owned in substantial part by persons residing in the area of the project.
